Can transparent self adhesive printing paper be used instead of clear decal film?

I am making my own police decals and i thought if i could use self adhesive printing paper instead of decal film?Can transparent self adhesive printing paper be used instead of clear decal film?
No it will not work. With self adbesive paper the printed side faces out. THe first sign of moisture or light will have those labels looking terrible.
